Jordana (“Jordy”) H. Feldman is one of the nation’s leading experts in the design, implementation and administration of high-profile, emotionally-charged programs that are established to resolve mass claims outside of court. Known for her discretion, empathy, integrity, judicious style, and pragmatic approach, she has fashioned claims processes that provide equitable, expeditious resolutions and meaningful opportunities for victims to participate and be heard.
Jordy most recently served as the independent Administrator of the Epstein Victims’ Compensation Program – a voluntary, confidential, non-adversarial program established to compensate victims of sexual abuse by Jeffrey Epstein. She designed the criteria for determining eligibility and compensation, had exclusive decision-making authority over the evaluation of all claims and claims-processing operations, and distributed over $121 million to eligible claimants in roughly one year. Highly attuned to the concerns and sensitivities of victim-survivors, she offered a safe space for them to share their stories and validation for their suffering.
She previously served as Deputy Special Master of the September 11th Victim Compensation Fund (“VCF”), playing a key leadership role in developing guidelines for eligibility and the valuation of economic and non-economic losses, adjudicating thousands of claims valued in the aggregate over $12 billion, directing and presiding over the hearings process, and overseeing claims processing operations during her ten-year tenure. She also served as the fund’s primary liaison with various federal, state, local government and private entities and represented the VCF at numerous public town halls and other outreach events to ensure that claimants were informed of the claims criteria and claims process.
Jordy co-authored the Master Guide to Mass Claims Resolution Facilities (2011) which provides practical guidance to navigate issues in designing and administering claims resolution programs. She has had numerous appearances and speaking engagements with federal, state and local officials, media outlets, non-profit organizations, lawyers, claimants, and college and law school students to discuss her work.
Earlier in her professional career, she worked at Fried, Frank, Harris, Shriver & Jacobson, LLP and in the alternative dispute resolution group at Dickstein Shapiro, LLP. She received her juris doctorate degree from the University of Pennsylvania Law School and received her undergraduate degree magna cum laude from the University of Pennsylvania.
